ECM – Maintenance Responsibility and Management for Railway Rolling Stock


ECM (Entity in Charge of Maintenance) is the maintenance responsibility entity required by EU legislation for railway rolling stock. Every railway vehicle must have a designated ECM responsible for ensuring that the rolling stock remains in a safe operational condition.

We act as the ECM entity for our customers’ rolling stock and ensure that maintenance is managed and compliant throughout the entire lifecycle of the equipment.

What does ECM mean?

EU legislation requires that every railway vehicle has a designated ECM (Entity in Charge of Maintenance).

The ECM is responsible for ensuring that the rolling stock:

  • is safe to operate
  • is maintained according to the maintenance programme
  • undergoes inspections and documentation in compliance with regulations
  • has fully traceable maintenance records throughout its lifecycle
